As version 1705 is currently being rolled out in my company, the issue seems to have been fixed by MS - colleagues with 1705 don't see the new white lines any longer. This is only for the lines that were new in 1704, any problems resulting from not having border-collapse, padding='0' etc. Still exist, but have already been addressed in our template.
